Bio: Dr. Swango is on the Appraisal Journal Editorial Board and has been for over 25 years, just concluding a 6-year term as Editor-in-Chief. He is a 2001 winner of the Appraisal Institute’s Appraisal Journal Armstrong-Kahn Award for outstanding article. He served on the editorial board of The Real Estate Appraiser and Analyst, a professional publications of the former Society of Real Estate Appraisers. He is currently also on the Editorial Board of Real Estate Issues, the Journal of the Counselors of Real Estate. He is Professor of Real Estate Appraisal at the International Land Training Institute of The Republic of China (ICLPST), teaching students from around the world, particularly Asia, Oceania, Africa, Central and South America as well as Eastern and Western Europe, since 1993. He is on the faculty of ICLPST, Republic of China, Approved Faculty of The Appraisal Institute, and has taught for University of Arizona, Pima College, Pragma / USAID, Eastern European Real Estate Foundation, and others. He has taught for the Appraisal Institute in Korea, Korea Appraisal Board, as well as Puerto Rico, Germany, Korea, and most states in USA. His 2002-3 teaching and consulting is in USA, Republic of China, Macedonia, Malaysia, Kazakhstan, and elsewhere. He is member of the International Committee of the Appraisal Institute, and 2002 delegate and speaker at the Pan Pacific Congress of Valuers and Counselors of Real Estate in Kuala Lumpur, Malaysia. He is also a selected member of Public Relations Committee of the Counselors of Real Estate. Dr. Swango is an appointed Hearing Officer on the Arizona State Board of Equalization. He is Past President, recent Chairman of The Board, and charter principal of The Real Estate Counseling Group of America, Inc., a select group limited to roughly twenty nationally recognized real estate appraisers, counselors, and advisors serving local, national, and international clients. He served with St. Joseph’s Hospital’s Board of Directors as President of the Community Relations Advisory Council. He is qualified as an expert witness in the Superior Courts of Arizona and California. Dr. Swango has served as a special consultant to the Federal Home Loan Bank Board in Washington, D.C. and Lincoln Land Institute, Harvard University at Cambridge and has been an appraiser for these as well as the Federal Assets Disposition Agency (FADA), Federal Deposit Insurance Corporation, and the U.S. Justice Department. He has been an instructor for the University of Arizona and Pima College, as well as The Arizona Association of Realtors, The Appraisal Institute, The [International] Society of Real Estate Appraisers, National Association of Mortgage Underwriters and Review Appraisers, and others, and has been an advisor for the University of Arizona Real Estate Broker Education Program. He is currently certified under the Appraisal Institute (MAI) program of recertification. While Education Consultant for the International Society of Real Estate Appraisers, he supervised writing of various courses and seminars and presently conducts and develops many national courses and seminars for various groups. He is the instructor for the Consulting report Writing and Valuation Analysis course of the Appraisal Institute. Dr. Swango served a number of years as Chairman of the Seminars and Continuing Professional Education subcommittees of the Society and has been on the Education, Professional Standards, Publications, and Admissions Committees and/or subcommittees of the Society, and Education, Admissions, Publications, Comprehensive Examinations Committees and/or subcommittees and Editorial Board of the American Institute of Real Estate Appraisers. Dr. Swango is a member of the American Arbitration Association - Real Estate Council.
